Soon after joining [[DUBUQUE SAVINGS AND LOAN]] which became Harvest Savings Bank, Buelow began his volunteer work. Buelow served as president of the Parent Teacher Association of [[IRVING ELEMENTARY SCHOOL]] which he attended as a child and became the financial officer of the [[GIRL SCOUTS]]. He served four years in the 1960s on the [[DUBUQUE COMMUNITY SCHOOL DISTRICT]] Board of Education during the time of the construction of [[HOOVER ELEMENTARY SCHOOL]], [[EISENHOWER ELEMENTARY SCHOOL]] and [[STEPHEN HEMPSTEAD HIGH SCHOOL]]. He held memberships in the Dubuque Industrial Development Corporation, [[DUBUQUE AREA CHAMBER OF COMMERCE]], Dubuque Home Builders Association, and the Dubuque Board of Realtors.
