Active in the community, Buelow served as president of the Parent Teacher Association and the [[DUBUQUE COMMUNITY SCHOOL DISTRICT]] Board of Education. He held memberships in the Dubuque Industrial Development Corporation, [[DUBUQUE AREA CHAMBER OF COMMERCE]], Dubuque Home Builders Association, and the Dubuque Board of Realtors. Buelow served on the boards of the Salvation Army and Luther Manor nursing home and was president of the Iowa Savings and Loan League.

Buelow was just over two years of age in Sioux City, when his mother took one of his brothers and vanished never to be seen again, leaving C. J. with his two older brothers. He was soon brought to Dubuque to live with an aunt and uncle.  C. J. Buelow would later describe this as a "worrisome start." He graduated from [[DUBUQUE SENIOR HIGH SCHOOL]] and [[LORAS COLLEGE]].(1)


In 1988 Buelow was awarded the Gil Chavenelle Award by the Dubuque Jaycees for his extensive community involvement and leadership. In 2004 he was the recipient of the ''Telegraph Herald'' [[FIRST CITIZEN AWARD]].
After joining [[DUBUQUE SAVINGS AND LOAN ASSOCIATION]] in 1950 Buelow took a variety of jobs which led to him becoming the company president in 1968. He held the position for eighteen years.
 
Soon after starting his career, Buelow began his volunteer work. He served as president of the Parent Teacher Association of [[IRVING ELEMENTARY SCHOOL]] which he attended as a child and became the financial officer of the [[GIRL SCOUTS]]. He served four years in the 1960s on the [[DUBUQUE COMMUNITY SCHOOL DISTRICT]] Board of Education during the time of the construction of [[HOOVER ELEMENTARY SCHOOL]], [[EISENHOWER ELEMENTARY SCHOOL]] and [[STEPHEN HEMPSTEAD HIGH SCHOOL]].
