SIGMAN, Allan. (Dubuque, IA, Oct. 17, 1897--Dubuque, IA, Apr. 24, 1986). In 1922 Sigman served as secretary and assistant to Dubuque's first city manager, Ossian E. CARR. Sigman later worked as acting city manager until a new manager was hired.

In 1937 Sigman took over the management of the UNION PRINTING COMPANY from his father-in-law, William Steuck, and rose to the presidency of the company by 1942. Union Printing merged with HOERMANN PRESS (THE) in 1968 to form UNION-HOERMANN PRESS. Sigman was succeeded by his son, James SIGMAN.
