HORGAN, Robert J. (Unknown--Midlothian, VA, Aug. 24, 2016). MAYOR. A veteran of WORLD WAR II serving in the 66th Infantry Division in Europe, Horgan attended the University of North Dakota, where he earned a B.A. and M.A., and met his wife. He received his doctoral degree from the University of Notre Dame. (1)

In 1954 the family moved to Dubuque, Iowa, where he taught at CLARKE COLLEGE for twelve years. Horgan was a moderator of the Young Democrats and Young Republicans and served as president of the Iowa Conference of Political Scientists. (2)

Horgan served on city council for five years beginning in 1960. He served as the mayor of Dubuque in 1964 and 1965. Horgan was among the city leaders who began supporting the construction of a FLOODWALL after the disaster of 1965. (3) In 1965 he urged more effort be spent informing the public of the success of the community in creating jobs and the value of the INDUSTRIAL PARKS. (4) In 1967 Hogan was awarded a plaque by the JAYCEES for his service to the community. (5)

In 1967 Horgan resigned from the chairmanship of the Clarke College Political Science Department to become the director of the Urban Center in Richmond, Virginia. The move began a 27-year career at the Urban Center and the University of Richmond, where he taught state and local government in the political science department.

In 1974, he and Patricia along with three other couples were founders of the New Community School, a school for students with dyslexia. (6)
