AMERICAN CIVIL LIBERTIES UNION. Organization dedicated to the defense of civil liberties for individuals or groups. The founding meeting of a Tri-State chapter of the ACLU was scheduled for February 20, 1981, at the DUBUQUE COUNTY FINE ARTS SOCIETY gallery. David Challed, the local organizer, claimed that the Dubuque chapter would be unique because it could undertake action in parts of three states. Immediate issues included membership and involving local lawyers in handling potential cases. In 1981 an estimated thirty-five members lived in the Dubuque area and were associated with a Waterloo, Iowa chapter.
