DUBUQUE COUNTY FINE ARTS SOCIETY. The sponsor of DUBUQUEFEST/VERY SPECIAL ARTS, the Dubuque County Fine Arts Society (DCFAS) is an all-volunteer organization that was formed to meet community needs not being served by other local arts organizations.

The Society presented the International Students Cultural Awareness Program, an annual Elisha Darlin Arts Award Banquet honoring people who have made outstanding contributions to the arts in the Dubuque area, and Dubuquefest/Very Special Arts, Iowa's largest all-arts festival.

In addition to supporting services of the Dubuque Writers Guild, the Society has sponsored an annual national One-Act Play competition and produced the three best plays in the Five Flags Theater. Grants for the Society were received from the Iowa Humanities Board and Music Performance Trust Fund of the Recording Industry, City of Dubuque, Dubuque County, Target stores, National Endowment of the Arts, Iowa Community Cultural Grant Program, and the Iowa Arts Council.
