BRIGGS, Wayne. (Dubuque,IA-- ). In 1996 Briggs, Eric Lucy, and Mike Muench began Platinum Services, Inc., a long-term care insurance marketing company. Briggs was the president and majority owner. When he purchased the 100-year-old building that once housed KEY CITY STEAM CANDY COMPANY, Briggs hired J. W. Morton & Associates to design and install a historic corridor of the history of the building– five 8-foot-wide displays – for the renamed Platinum Building.

Among Briggs' many real estate projects have been Tiffany Ridge residential subdivision off West 32nd street, Platinum Plaza, Hilton Garden Inn, Women's Wellness Center, and a branch of Liberty Bank. His building rehabilitation efforts have included the former WEBER PAPER COMPANY building on Main Street and the DUBUQUE STAR BREWING COMPANY in the Port of Dubuque. The brewery redevelopment project totaled $6.5 million and was led by Wayne Briggs and a group he headed called Port of Dubuque LLC. (1)

In 2008 Briggs had plans for a retail development on the site of the former DUBUQUE PACKING COMPANY and development of property that belonged to the ADAMS COMPANY (Encyclopedia Dubuque) in the Port of Dubuque.
