CUNNINGHAM, John (Judge). Coming to Dubuque in 1904, Cunningham opened his legal practice and gained notoriety for his work on behalf of the Democratic Party and organized labor. He was among the first to advocate for CHANNEL dredging of the MISSISSIPPI RIVER and worked to obtain the city manager form of government for the city.
