CUNNINGHAM, John (Judge)
CUNNINGHAM, John (Judge). Coming to Dubuque in 1904, Cunningham opened his legal practice and served as a police judge for six years.
A close friend of Richard Louis MURPHY, he gained notoriety for his work on behalf of the Democratic Party and organized labor. Cunningham was among the first to advocate for CHANNEL dredging of the MISSISSIPPI RIVER and worked to obtain the city manager form of government for the city.
