Roth, Arthur J. (Dubuque, IA, May 9, 1921--Dubuque, IA, Dec. 13, 1995). City health director.  Roth was employed on the staff of the City of Dubuque for thirty-three years. He retired in 1983 as the City Health Director.  He also served as a director of the Dubuque Emphysema Association, [[XAVIER HOSPITAL]], [[MERCY HEALTH CENTER]], and Key City Bank.  A graduate of Columbia Academy, Roth received his master's degree in public health from the University of Michigan.
