An announcement was made in January 1967, that the Epworth State Bank would move its charter to Dubuque. According to the application filed with the superintendent of banking, the name of the bank would be changed to the Key City State Bank. Iowa National Investment Company, parent firm of the Epworth Bank, had been rejected for a national bank charter in 1964 and been unsuccessful in obtaining a state bank charter. The company later purchased controlling interest in the Epworth Bank.

On July 17, 1989, DUBUQUE BANK AND TRUST COMPANY officially acquired Key City Bank and Trust Company. In the announcement, it was stated that the two Key City locations in Dubuque, at 13th and Main and Kennedy Circle, in addition to the Epworth branch, would continue to operate. Officials of Key City stated that, prior to the merger, the bank had nearly thirty million dollars in assets.
