Interested in helping those with mental and physical disabilities, Cullen was active in Area Residential Care and began an education program in Dubuque for the handicapped. With her husband, Kenneth, she helped establish Albrecht Acres. She was a member of the Iowa Governor's Council on Aging and the mental health board.
