BYRNE, William J. (Dubuque, IA, Feb. 4, 1921--Dubuque, IA, Oct. 12, 1987). Byrne attended LORAS ACADEMY and LORAS COLLEGE and graduated from Iowa State University. He served in WORLD WAR II and was the county engineer for Allamakee County, Dubuque County for eighteen and one-half years, and Wapello County for eleven years. He was owner and operator of the Bartels and Byrne Engineering Company and served as president of the Dubuque and Wapello county chapters of the Iowa Engineering Society.

Byrne co-developed the site of the Holiday Inn and Table Mound Park and was a director of the Dubuque County Fair Board for twenty years.
