HOWARD, J. B. (Carrick Fergus, Ireland, Mar. 17, 1830-- ). Superintendent of the DUBUQUE CITY GAS WORKS. Howard's parents came to America when he was only and few months old and he grew up to manhood and received his education in the city of New York. He lived there until 1856 when he settled in Dubuque and began working in gas fitting and plumbing.

Howard served in the CIVIL WAR. Returning to Dubuque, Howard and a Mr. McArthur leased the City Gas Works. Howard served as the superintendent. He was chosen Chief of the Fire Department, and served in that position three years. He served as City Alderman and as Director and Vice President of the Building & Loan Association. He was also director of Dubuque County Agricultural Fair Association.
