PRALL, Charles
PRALL, Charles. (Unknown-Unknown). On February 22, 1926 the announcement was made that Charles Prall, then superintendent of the Charles City schools, would be the replacement for Otis P. Flower. (1)
It was believed that Mr. Prall was influenced in his decision to move to Dubuque by the vote of Charles City voters in 1926 defeating a proposal to have a $250,000 bond issue to construct a new high school building. (2)
On April 6, 1926 the president of the Dubuque school board confirmed that report that Prall had resigned from the position of superintendent in Dubuque before coming to the city. Failure of the board to carry out certain promises made to Prall when he was hired was considered the reason. Louis Metz, board president, said that several members of the majority on the board had entered into an agreements with Prall that later had to be amended including a provision that Prall would have had a role to play in the selection of teachers for the coming year and an understanding that the superintendent would suggest the various standing committees appointed at the board's last session.
