In March 1998 the Dubuque City Council voted unanimously to ask the Iowa Department of Economic to certify SWISS VALLEY FARMS/HILLDALE DAIRY DIVISION site at 3510 Central and several adjoining properties as a second enterprise zone in the city. Swiss Valley was considering a $5.5 million expansion. (1)
