In March 1998 the Dubuque City Council voted unanimously to ask the Iowa Department of Economic to certify Swiss Valley Farms Company site at 3510 Central and several adjoining properties as a second enterprise zone in the city. Swiss Valley was considering a $5.5 million expansion. The company wanted to increase capacity from 850,000 to 1,250,000 gallons of milk per week. This would involve adding 13,500 of additional space to their existing buildings. (1) If the certification was approved it would mean: a 10% tax credit for investments directly related to creating jobs, a 13% research-and-development tax credit, refunds of sales, service and use taxes paid to contractors who renovate or equip new buildings, a New Jobs Tax Credit of 1.5 percent of gross wages.
