Steinhauser began working for the city of Dubuque in January 1995 and began serving as the assistant city manager in May 2001. Prior to this she was Parking System Supervisor and the Neighborhood Development Specialist for the City. She also worked in downtown development for the cities of Dubuque, Iowa and Clinton, Iowa.

She was a member of the Summer Conference program committee and the Iowa Municipal Managers Institute (IMMI) program committee.
