STEINHAUSER, Cindy. (Dubuque, IA-- ). Steinhauser attended STEPHEN HEMPSTEAD HIGH SCHOOL and graduated from LORAS COLLEGE with degrees in finance and economics in 1989. She also received certifications in Downtown Redevelopment and Community Initiated Development from the National Trust for Historic Preservation.

Her career started in Clinton, Iowa as the marketing director for a credit union. She then worked with a Main Street program. She returned to Dubuque in 1992 as the director of the DUBUQUE MAIN STREET, LTD. program.

Steinhauser began working for the city of Dubuque in January 1995 as the Parking System Supervisor and the first Neighborhood Development Specialist for the City. In this capacity, she worked to reactivate neighborhood groups and promote investment in historic neighborhoods. She began serving as the assistant city manager in May 2001. (1)

In 2008 Steinhauser served on the board of directors for DUBUQUE MAIN STREET, LTD., Dubuque Area Convention and Visitors Bureau, and was a member of the Iowa League of Cities and the National League of Cities and served on their awards committee. She was a member of the Iowa City/County Management Association and served as the NE Iowa City Managers committee coordinator. She was a member of the Summer Conference program committee and the Iowa Municipal Managers Institute (IMMI) program committee.

In the same year as a member of the Sustainable Dubuque Task Force, Steinhauser introduced eleven themes the task force wanted to address. A draft of its vision statement included 82 goals when it was offered to the City Council envisioned an effort that would take many years to accomplish. (2)

Steinhauser was also involved with the development of a regional arts task force and working on plans for the future plans for the downtown and Historic Millwork District. It was her work that led to the city's three [ALL-AMERICA CITY AWARDS]]. In 2017 Steinhauser was presented the Lifetime Achievement Award from Dubuque Main Street. (3) That was the year when she became the city manager of Frankfort, Kentucky. (4)
