FRANKLIN, William Edward. (Most Rev.). (Parnell, IA, May 3, 1930- ). Sixth auxiliary bishop of Dubuque. Franklin, a graduate of LORAS COLLEGE, did post-graduate work at MOUNT ST. BERNARD SEMINARY in Dubuque. Ordained a priest on February 4, 1956, by Archbishop Leo BINZ, Franklin was the secretary to Archbishop Henry P. ROHLMAN. He later served on the faculty of WAHLERT CATHOLIC HIGH SCHOOL from 1959 to 1974.
After a series of other assignments, Franklin was appointed Dean of Waterloo in 1984. He was consecrated auxiliary bishop of Dubuque on April 1, 1987, by Archbishop Daniel KUCERA.
