FINCEL, Frank J. (Dubuque, IA, Dec. 29, 1923--Dubuque, IA, Sept. 25, 2013) The son of Frank and Ida (Dunkley) Fincel, FGrank graduated from LORAS ACADEMY and served as a Lieutenant in the Army during WORLD WAR II, with most of his service occurring in Europe. He married Grace Reicher on July 22, 1947, in Dyersville, Iowa.
