WATTERS, Thomas. (Rockdale, IA, Oct. 28, 1840--1922). Proprietor of the South Dubuque Mills; P.O. Rockdale. Previous to 1868, Watters was engaged in farming and stock-dealing. In 1878 he purchased an interest in the Rockdale (now South Dubuque) Mills and with an additional purchase made himself the largest owner in these mills. He operated the business with Albert W. HOSFORD until 1885.
In 1885 Watters entered the wholesale flour and feed business. With W. S. DENNIS he formed the firm of WATTERS & DENNIS.
