In 1968, Wayne graduated from the University of Colorado with his Bachelor of Arts degree. In 1971, he received his Juris Doctrate, with honors, from the University of Iowa, Iowa City, and began his legal career with the Kintzinger Law Firm, Dubuque. From 1973 to 1976, he was an associate judge in the Iowa District Court. In 1976, he co-founded Norman, Gilloon, Wright and Hamel Law Firm. NORMAN, Wayne A., Jr. (Dubuque, IA, Apr. 5, 1946--Dubuque, IA, Jan. 9, 2013). Wayne was the son of Wayne Albert NORMAN, Jr. and Edith S. Norman. He married Kathryn A. Urell on Dec. 26, 1966, at NATIVITY CHURCH.
In 1968, Wayne graduated from the University of Colorado with his Bachelor of Arts degree. In 1971, he received his Juris Doctrate, with honors, from the University of Iowa, Iowa City, and began his legal career with the Kintzinger Law Firm, Dubuque. From 1973 to 1976, he was an associate judge in the Iowa District Court. In 1976, he co-founded Norman, Gilloon, Wright and Hamel Law Firm. In 2006, he founded the Norman Law Firm P.C. with his daughter, Heather A. Norman.
Wayne's professional activities consisted of: 1971 to 1972, adjunct professor, Loras College School of Business; 1973 to 1976, faculty member -- various seminars and conferences conducted for Iowa Magistrates; 1977 to 1981, program planner -- Continuing Legal Education Department at the University of Dubuque; 1978 to present, he was an arbitrator for the American Arbitration Association; and 1993, as a member of Tri-State Estate Planning Council, he served as secretary in 1994, as vice president in 1995 and president in 1996. He was admitted to practice before the Trial and Appellate Courts of the State of Iowa and the State of Wisconsin; the United States District Court for the Northern District of Iowa and the United States Supreme Court.
He was a member of St. Raphael Cathedral parish and former member of Nativity parish and its Finance Committee; a member of Board of Directors of Cornerstone Drug Contact Facility, 1971 to 1974; member of Board of Directors of The Salvation Army, 1971 to 1974; member of Iowa State Citizens Advisory Council on Juvenile Justice, 1976 to 1978; member of Iowa State Citizens Advisory Council on Alcoholism, 1975 to 1978; member and past president of Board of Directors of Substance Abuse Services Center, 1973 to 1980; member of Board of Directors and Executive Committee, Dubuque/Jackson Counties Mental Health Center, 1973 to 1982; member of Board of Directors of the DUBUQUE MUSEUM OF ART, 1988 to 1994 (vice president 1990 to 1992 and president 1992 to 1994); member of Legislative Committee of Iowa District Judges Association, 1973 to 1976; and American Arbitration Association, 1978 to present. He also was past or present member of American Bar Association; Iowa State Bar Association; State Bar of Wisconsin; Dubuque County Bar Association; Phi Alpha Delta legal fraternity; Phi Kappa Tau fraternity; Iowa Society of International Law; American Judicature Society; Iowa District Judges' Association and Association of Trial Lawyers of America.
