QUESNELL, Kenneth S. (Chicago IL, July 4, 1952--Dubuque, Oct. 3, 1994). Quesnell was known for "The City Chef," a program he introduced and produced for cable access viewers.  He was also the owner of The Derby Deli, a popular restaurant in Town Clock Plaza. Quesnell served as Dubuque's city commissioner for Channel 45 Community Access and was a strong supporter of the [[DUBUQUE REGIONAL HUMANE SOCIETY]].
