ALTMAN, Franc W. (Bellevue, IA, July 22,1860--Dubuque, IA, Nov. 20, 1924). Altman organized and promoted the Eastern Iowa Electric Company for many years before selling it. One of the owners of the Dubuque Water Works when it was purchased by the city, Altman was also involved in the construction of the Security Building.
