BARTA, James (Monsignor). (Fairfax, IA, Oct. 22, 1931- ). Msgr. Barta was a 1952 graduate of [[LORAS COLLEGE]]. He earned his master's degree in experimental psychology from Fordham University in 1959 and a doctorate in clinical psychology from the same institution in 1962. He was ordained a priest in 1955 and named pastor of St. Menceslaus Parish in Cedar Rapids in 1956. He was assigned to Loras in 1957 and made an honorary prelate in 1957.

Msgr. Barta began full-time teaching at Loras as assistant professor of psychology in 1961. He was named associate professor in 1969 and chairman of the psychology department in 1971. He was named full professor in 1974, academic dean in 1977, and acting president in July 1967.

He was a staff member of the Dubuque/Jackson County Mental Health Center from its beginning until 1962 and chairman of the mental health center's Quality Assurance Committee until 1967. He served as president and a member of the executive committee of the Iowa Psychological Association.

Msgr. Barta was officially installed as the 22nd president of Loras College on October 28, 1988. He had served as the acting president upon the resignation of Pasquale di Pasquale on July 1, 1987. Msgr. Barta's inauguration was postponed until merger discussions with [[CLARKE COLLEGE]] were canceled on April 30, 1988.

Msgr. Barta was appointed the Episcopal Vicar for the Cedar Rapids Region of the Archdiocese. He served there until 1999 when Archbishop [[HANUS, Jerome G.|Jerome G. HANUS]] appointed him Vicar General and Episcopal Vicar for the Dubuque Region. (2) Upon his return to Dubuque, the Loras Board of Regents made Msgr. Barta vice chancellor of the board so that he could attend board meetings and offer advice to the board and administrators. (3) Msgr. Barta served in this position until his retirement in 2009.
 
Msgr. Bartha served as the Chaplain of [[CLARKE COLLEGE]] from 1972-1987. He was the Chaplain of the [[SISTERS OF CHARITY OF THE BLESSED VIRGIN MARY (BVM)]] from 1999 through 2009.
