ANNA B. LAWTHER ACADEMY. In 2015 Anna B Lawther Academy, part of [[HILLCREST FAMILY SERVICES]], was a private Methodist school with 104 enrolled students in combined levels. For twenty-five years Hillcrest billed the [[DUBUQUE COMMUNITY SCHOOL DISTRICT]] costs associated with utilities, wages and occupancy associated with educational services provided at Hillcrest. In 2014 the Iowa Department of Education established guidelines which supported that interpretation. Options in 2016 included the district purchasing the academy or building an addition on an existing facility. There was also the possibility of the district staffing an in-district program by contracting services or making new hires. (3) In September, 2016 voters were asked to their support of the Physical Plant and Equipment Levy (PPEL). (4) On September 13th the levy passed with the support of 80% of those voting. The levy had been in place since 1967 and amounted to $1 per $1,000 of property evaluation. In the most recent fiscal year, the district had received $3.6 million from the PPEL. (5) | |||
