CULLEN, Walter H. (Dubuque, IA, Apr. 30, 1890--Dubuque, IA, Mar. 19, 1948). County engineer. Cullen served as County Engineer from 1942 to 1945 during the absence of Laverne SCHILTZ. A business partner with Carl BARTELS, Cullen was the father of Kenneth J. CULLEN, an engineer, who went into partnership with Schiltz.
