WATTERS, Thomas. (Rockdale, IA, Oct. 28, 1840--1922). Proprietor of the South Dubuque Mills; P.O. Rockdale. Previous to 1868, Watters was engaged in farming, and stock-dealing. He purchased an interest in the Rockdale (now South Dubuque) Mills; an additional purchase made him the largest owner in these mills. He operated the business with A.W. Hosford.

In 1885 Watters entered the wholesale flour and feed business. With W. S. DENNIS, he formed the firm of WATTERS & DENNIS.
