DUFFY, Clarence W. "Rainbow" (Dubuque, IA, Sept. 3, 1921-Dubuque, IA, Dec. 16, 1990). Member, Dubuque Human Rights Commission. Duffy, one of the founders of the South End Club, was an editor of the [[LITTLE DUBLIN NEWS]]. This association proved controversial in 1983 when he applied to become a member of the Dubuque Human Rights Commission. Racial and ethnic jokes published in the ''News'' led to a coalition of twenty-five groups being formed to force Duffy from commission membership.
