WHITE, John L.

WHITE, John L. (Dubuque, IA, Dec. 31, 1921--Dubuque, IA, July 12, 2013). The son of Les and Ella (Dotzel) White of Dubuque, Iowa, John married Shirley Kifer (Zwingle, IA) May 30, 1953. He attended Saint Mary’s grade school in East Dubuque, Ill, Platteville High School and excelled in sports through high school and his time at UW Platteville where he was inducted into the Basketball Hall of Fame. He earned a mining degree at the University of Missouri at Rolla and attended Northwestern University for traffic engineering.
White was the City Engineer and Public Works Director for the City of Dubuque, retiring in 1976. He worked for Shive-Hattery Consulting Engineers & Land Surveyors until 1988 when he resumed a position with the City of Dubuque in the City Engineering Department for another three years. John continued his career with Buesing & Associates as a consulting engineer and land surveyor until his death. He was a registered professional engineer and land surveyor in Iowa, Wisconsin and Illinois.
During his time with the City of Dubuque as the City Engineer, John worked with many mayors, council people, citizens, and staff at City Hall. His major accomplishments while working with the city were the coordination of the funding of the permanent John Culver Floodwall, buying the property for the City Landfill, and arranging for placing the “Town Clock” in its prominent position on Main Street.
For these, and many other accomplishments, John received several awards from the American Public Works Association, Iowa Engineering Society, and the DUBUQUE AREA CHAMBER OF COMMERCE. He received the Distinguished Civic Service Award in 1969 following his battle to protect the city during the FLOODS (Record) of 1965, 1967, and 1969. In 2010 John received the Outstanding Alumni, College of EMS award from UW Platteville, and in 2013 he received the Volunteer of the Year award from the Dubuque Area Chamber of Commerce.
