WESTMARK CORPORATE CENTER
WESTMARK CORPORATE CENTER. As a result of the growth of KENDALL/HUNT PUBLISHING COMPANY and WILLIAM C. BROWN COMPANY, the available space at the Kerper Boulevard location was not considered practical for expansion. Representatives of the companies and GREATER DUBUQUE DEVELOPMENT CORPORATION representatives looked to the twenty acres at the intersection of the Northwest Arterial and Pennsylvania Avenue. (1) The companies received a $450,000 loan from the Iowa Department of Economic Development and a $250,000 Community Development Block Grant. (2) Horizon Investment and Development Corporation of Madison, Wisconsin proposed a five building complex for the Brown Company and four others for sale or lease. (3) Funding was obtained, and groundbreaking ceremonies for the Westmark Corporate Center, the first multi-tenant office park developed in Dubuque, took place on September 20, 1991. It was decided at that time to relocate Kendall/Hunt to the new complex. (4)
By 1994 continued growth had resulted in the number of employees rising from 70 in 1992 to 120 with an additional fifty in the field and plans to hire an additional thirty in Dubuque. Plans were then made to begin the first addition to the Westmark Corporate Center. Work began on March 25, 1994 for the $1.7 million Westmark Professional Building with Westmark Enterprises and Kendall/Hunt occupying at least one of the three floors. (5)
