WAR BREAD CLUBS. During WORLD WAR I, Herbert Hoover, the U. S. Food Administrator, asked American citizens to reduce their consumption of wheat and pork. These were needed to feed the allies. Americans were urged to eat one less pound of wheat per week.

Citizens of Dubuque organized, "war bread clubs" for the purpose of learning how to make bread out of substitutes which the food administration was requiring people to use.
