URBAN RUSTLING. Perhaps related to the problems wandering cattle caused in places like WASHINGTON PARK, cattle rustling was a major problem in Dubuque of 1879. From July 1877 to July 1879, fifty-two cattle were lost to their owners within the city. In July of 1879, several untanned cow hides were found in abandoned mine shafts in the city indicated that cattle had been butchered.
