SKEMP, Charles R. (Dubuque, IA, Aug. 15, 1920--Dubuque, IA, June 24, 1992). Skemp owned and operated Skemp & Son Masonry Contractors and Dubuque Tile Company. He was the developer of Cedar Cross Industrial Park and property on Century Drive including HAPPY JOE'S PIZZA AND ICE CREAM PARLOR. He was a former officer in Clin-Que Inc., a developer of property in Dubuque and Clinton. He was an organizer and first president of the WESTSIDE BUSINESS AND PROFESSIONAL ASSOCIATION, member and past president of the 990 Club of the DUBUQUE SHOOTING SOCIETY, and member and past president of the Dubuque Homebuilders and Associates.

In 1974 Skemp campaigned unsuccessfully in a Republican bid for a seat on the Dubuque County Board of Supervisors.

In sports, Skemp was a pitcher for several softball baseball clubs around Dubuque from 1935-1954 and was inducted into the DUBUQUE FAST PITCH HALL OF FAME in 1982. Skemp was a charter member of Thunder Hills Golf and Country Club.
