SATER, H. H. (Norway, 1840-- ). Sater, a blacksmith by trade, came to Dubuque in 1879 with C. W. MITCHELL. Together they had established the NORWEGIAN PLOW COMPANY in Brodhead, Wisconsin. In Dubuque, he served as the company's superintendent.
