SAFE COMMUNITY TASK FORCE. Out of an initial meeting to make Dubuque more safe, the Safe Community Task Force was formed in 2009 with twenty-five volunteers. The group, appointed by the Dubuque City Council, was asked to look at both the causes of, and solutions to, crime in Dubuque and to recommend goals and objectives to the city leaders. (1)

An additional fifty citizens including neighbor association leaders were involved in the project through the use of sub-committees. These sub-committees included neighborhood engagement/social capital, enforcement, management of physical environment, and research and facts.
