MOTORCYCLE RODEO. Concerned that their image as motorcycle riders was being dictated by the California motorcycle gang "Hell's Angles," seven local motorcycle enthusiasts met with Judge Edward FAILOR, Sr. in 1968. This committee was then scheduled to meet with members of the Dubuque court system and the police department to plan a "motorcycle rodeo."

The rodeo would offer safety check for the estimated 600 motorcycles registered in Dubuque and give the general public a chance to meet the riders. Failor suggested that the event would help correct the public image and make motorcycle riders aware of their responsibilities. Many complaints concerning motorcycles involved traffic violations often committed by automobile drivers but ignored. This would include not making a complete stop at a stop sign. Complaints were regularly received about the noise of motorcycles which police officials suggested could be avoided. Failor noted that many problems were being caused by a minority of the riders. Motorcyclists complained about the lack of concern about their safety from some drivers.
