DRONE. An unmanned aerial vehicle (UAV), commonly known as a drone, and also referred to as a remotely piloted aircraft (RPA) by the International Civil Aviation Organization (ICAO), is an aircraft without a human pilot aboard. Its flight is controlled either autonomously by onboard computers or by the remote control of a pilot on the ground or in another vehicle. (1)

In August 2015 Dubuque's City Council voted unanimously to approve $2,500 for buying a drone. The proposal from Craig Nowack, Dubuque's cable TV coordinator, also included money for an iPad Air 2 to operate the drone, a case and a memory card. (2)

The drone would be shared among city agencies. Uses included observation of the Bee Branch Watershed Flood Mitigation Project, work on the projected SOUTHWEST ARTERIAL, and assessing emergency situations without endangering human life. (3)

The drone was already purchased, but authorities needed an exemption from the Federal Aviation Administration. (4)
