ARCHITECTURAL AND HISTORICAL RESOURCES OF DUBUQUE, IOWA--1837-1955

Phase I Survey (2000) covered the lower Couler Valley. Architectural and historic survey of the properties located in the Central Avenue, Washington, Jackson, and Elm Street areas north of the central business district. The survey areas comprises 31 blocks of primarily residential buildings in Dubuque's Couler Valley. The report reviews the architectural and historic contexts and themes for the survey areas of Dubuque.

Phase II (2001-02) covered the Rhomberg/Eagle Point neighborhood,which is immediately to the east of the Phase I survey area. Architectural and historic survey of the Rhomberg/Eagle Point and Linwood neighborhoods. The areas are primarily residential and developed in the late 19th and early 20th centuries. The neighborhoods also contain examples of commercial, industrial, educational and religious properties of the same period.

Phase III (2002-03) focused on the downtown area. The Commercial and industrial downtown area is the principal subject of the Phase III survey area. It represents a substantial mix or residential, commercial, and institutional buildings in the downtown area. The report traces the physical development of the commercial downtown over its history and identifies the influences which drove development. The survey includes a summary report for the Old Main Historic District.

Phase IV (2004-05) focused on the re-evaluation of the Cathedral and Jackson Park residential historic districts and surveyed and/or listed a number of bluff top residential historic districts. The survey area includes the four primarily residential historic districts originally surveyed in 1977. The districts represent 4 out of Dubuque's 5 local historic districts. The districts are are also 4 out of Dubuque's 18 of National Register of Historic Places Districts.

Phase V: The survey includes three residential neighborhoods developed atop Dubuque's limestone bluffs. Fenelon Place, North Main and the Broadway neighborhoods represent some of Dubuque's best and widest range of mid to late 19th Century housing. The Fenelon neighborhood was the first of two neighborhoods in Dubuque to have created its own elevator service.

Phase VI of an intensive architectural and historical survey of the entire City of Dubuque. The survey area comprises the Couler Creek/Bee Branch Basin, Central Avenue to Pinard Street, 26th Street to the end of residential land use north of Aquin Avenue. The Holy Ghost Church Campus and the former Dubuque Brewing & Malting and Brunswick-Balke-Collender Complexes are included in this survey.
