COX, Richard. (Devonshire, England, June 6, 1812--Dubuque, IA, May 9, 1887). Coming to Dubuque in 1835, Cox worked as a merchant tailor until 1849 when he joined hundreds of other Iowans and traveled to the California GOLD fields. He returned to Dubuque in 1851 and entered the auction and real estate businesses where he amassed a fortune. He became the owner of TIVOLI GARDENS in 1860.

Cox became a member of the Dubuque County Board of Supervisors from Julien Township in 1868 and served until 1870 when the board returned to three members.
