CONLON, Richard. (Dubuque, IA, 1931--Maryland, June 19, 1988). Conlon served for twenty years as the Director of the House Democratic Study Group, a group of reform-minded legislators interested in changing procedures in the United States House of Representatives. The group won a number of victories.
