CONLEY, Joseph M. Sr. (Rewey, WI, Sept. 7, 1872--Dubuque, IA, Oct. 3, 1950). Conley was the founder, editor, and publisher of the Dubuque Leader. First employed by the TELEGRAPH HERALD as a printer, Conley established the Dubuque Leader in 1906 and remained in the newspaper business until his retirement in 1935.
