BLOUIN, Suzanne. (Des Moines, IA, July 22, 1945-- ). Suzanne moved to Dubuque in 1963 to attend CLARKE COLLEGE. In her senior year, she met Michael BLOUIN whom she later married. When he began campaigning for the Iowa House of Representatives, Susanne worked on organizational issues. She began teaching at DUBUQUE SENIOR HIGH SCHOOL in 1967.

Mike Blouin's campaign succeeded. He took a seat in the Iowa House in 1968 representing southern Dubuque city and county. Suzanne worked in the Carter Administration in 1979-80 in the newly created Department of Education. She took leave in 1980 to help organize the Iowa Caucuses for Carter. Later she was business manager for HACAP in Cedar Rapids for 17 years.

In January 1999 Gov. Vilsack asked her to be his Director of Appointments for Boards and Commissions. When the Blouins returned to Dubuque in January 2007, she became one of the first women to serve as Pastoral Administrator for St. Patrick and St. Mary parishes in the ARCHDIOCESE OF DUBUQUE. Suzanne completed over 25 years of service on the Clarke University Board of Trustees and received the first Presidential Alumni Appreciation Award. Both of the Blouins were inducted into the Dubuque County Democrats Hall of Fame in 2012.
