FLANNERY, Robert W. (Dubuque, May 1, 1951--Dubuque, IA, July 4, 2015). A graduate of DUBUQUE SENIOR HIGH SCHOOL, Flannery worked as a police officer with the DUBUQUE POLICE DEPARTMENT for thirty-eight years before retiring in 2011. He then joined the staff of the Dubuque County Sheriff's Department and the DUBUQUE COMMUNITY SCHOOL DISTRICT.

As a member of the police department, Flannery served on the critical incident stress management team. He spent a month working in Oklahoma City after the bombing of the Alfred P. Murrah Federal Building. He was also a training coordinator and worked with the citizens' police academy and explorer post. He served on the city's health care committee and also volunteered on the Asbury Fire Department. He was an EMT and CPR instructor and had recently been serving on the Iowa State Police Association Board of Directors.

Flannery was one of the inaugural inductees into the Dubuque County Badge of Honor Hall of Fame.
