DEAVER, Samuel
DEAVER, Samuel. (Laurel, MS- ). Deaver came to Dubuque in 1977 with a financial background from Des Moines, Iowa, and Nebraska City, Nebraska, where he held the position of branch manager for two savings and loans. Initially employed at HARVEST SAVINGS BANK as Savings/Marketing Manager, Deaver served as Retail Banking Division Manager from 1980 to 1985, Chief Operating Officer from 1985 to 1987 and Chief Executive Officer beginning in 1988. On August 31, 1996, after the acquisition of Harvest Bank by Firstar, Deaver announced his resignation.
In 1988 Deaver was elected to the board of directors for the Iowa League of Savings Institutions. (1) In 1991 he was chairman of the board and a member of the Federal Affairs Policy Committee of the U.S. League of Savings Institutions. Deaver was past chairman of the Dubuque Convention and Visitor Bureau and a member of the board of directors of the DUBUQUE AREA CHAMBER OF COMMERCE. He was the general co-chairman of the $1.1 million Little Cloud Girl Scouts Council capital campaign and a former board member of the United Way. He was serving on The Finley Health Foundation in 1994 when he resigned to pursue his master's degree and accept an elected position with the Federal Savings and Loan Association State Board of Directors. (2) He received his master's degree in 2003 from the UNIVERSITY OF DUBUQUE. (3)
