CITIZENS COMMITTEE FOR A BETTER DUBUQUE. Led by Frank H. BERTSCH and Richard McKay, a local physician, the committee was formed in July 1965 to push for the adoption and implementation of the Dubuque Development Program and to oppose the "disruption" of the plan by a West side shopping center.

The first phase of the Program called for the orderly rebuilding of downtown Dubuque before any of the remainder of the program could be put into effect. The Committee members believed a West side shopping center would destroy the downtown plan. Believing that "the full facts" about the effect of the shopping enter had not been brought to public attention or had been misrepresented, it was the function of the Committee to "bring out these facts honestly and clearly."
