On July 17, 1972 Checker Cab Company, BLACK & WHITE CAB COMPANY, and YELLOW CAB COMPANY had not operated for 156 days. To end the strike, the city council granted 20 cab operating permits to Mrs. Janette Luerkens of Marion, Iowa; amended three articles of the city's taxicab ordinance, and effectively granted Luerkens an exclusive franchise for the guarantee of quality service. The amended articles included a 10 cent increase in fares to 60 cents, a minimum fare to help fund the drivers' pension plan, full fare for second passengers, and eliminated a five-minute free waiting period.
