BARBERS. In 1978 Betty Westemeier, one of three female barbers in Dubuque, became the first woman in Iowa history to lead a barbers' union with her election to the presidency of Barbers Union Local 429 in Dubuque. Westemeier was then employed at Links Barbershop in Plaza 20 and had been a union member for more than seven years.
