ALLEN, Cletus E. (Dubuque, IA- ). Street Superintendent. Allen, appointed superintendent of streets in June 1937, served in the position for thirty-five years and saw the department become one the city's largest. During Allen's tenure a municipal garbage collection system, established under city manager O. A. Kratz, was expanded; a new city garage was opened on Kerper Blvd; and most of the preliminary work was accomplished on the relocation of the city's landfill disposal.
